Prior to forming Mountaineer Capital Partners with Brad Carmichael in 2016, Phil spent the previous 13 years as a Principal and President and CEO of Utility Service Partners (USP) - a municipal focused, utility service line warranty business. After first introducing UPS to the municipal channel in 2010, the business grew to over 350 municipal partnerships in the U.S. and Canada at the time of its sale in June 2016.
Phil left his role as Sr. Vice President & General Manager at Dominion Retail, a Dominion Resources company, in 2001 to focus on searching for an acquisition candidate that had a large growth potential. That search culminated in the acquisition of Columbia Service Partners, Inc., a NiSource company, in 2003 through the newly formed Utility Service Partners with both Phil and Brad Carmichael as Principals along with Prospect Partners, a Chicago based Private Equity firm, as the lead investor.
Phil began his career as an accountant at Consolidated Natural Gas's (CNG) pipeline company, CNG Transmission, immediately after college and gained invaluable operations experience after several years of progressive responsibility in various departmental areas including Treasury, Engineering, Capital and Operating Budgeting, Human Resources, Corporate Planning, and Business Development. Phil was named Sr. Vice President & General Manager of CNG Retail in 1998 and remained in the position through the Dominion Resources acquisition of CNG.
In addition to Phil's board seat at USP, Phil also has been a board member of the Dominion Foundation, the West Virginia Education Alliance and Eyewitness Surveillance. Phil received a Bachelor of Science degree in Business Administration as well as an MBA degree at West Virginia University.
Together with business partner Philip Riley, Jr., Brad Carmichael was a co-founder of Utility Service Partners in September 2003. As Vice President of Business Development, Brad was responsible for USP's expansion efforts - growing from a handful of municipal clients in 2010 to more than 350 partners at the time of the sale of the business in June 2016. Brad's strategic vision for the sales organization included an unprecedented relationship between the National League of Cities and USP's Service Line Warranty Program.
Brad prioritizes resourceful problem-solving and collaboration, knowing that value happens when good ideas and people come together. His experience serving municipal clients is built on delivering innovative ideas, improving business processes, and managing organizational change. Working with large and small cities alike, Brad enjoys the challenge of identifying flexible solutions that meet their unique and specific needs.
During his 26 year career at CNG and Dominion, Brad's ability to solve business problems evolved from experience in the company's financial, regulatory compliance and accounting processes. After the CNG and Dominion merger, he implemented a mass-market commodity billing solution project for the new company. Following the initiative's successful completion, he developed a long-term IT strategy to support thee retail division's 10 year business plan.
Brad holds a Bachelor of Science degree from West Virginia University. He also is trained and certified in Six Sigma and Accelerating Implementation Methodology (AIM).
Tabitha joined Mountaineer Capital Partners after having spent the previous 12 years at Utility Service Partners (USP). Tabitha began her work at USP in the accounting area focusing on payment processing and later developed and built USP's financial model for investment evaluation. From there, she joined the marketing group and supported USP's direct mail marketing efforts.
As USP's market reach grew, Tabitha was charged with implementing a comprehensive quality assurance program for all external marketing communications that adhered to all internal policies, was error free, and met all partner and regulatory guidelines.
Tabitha graduated Cum Laude from Fairmont State University with a Bachelor of Science degree in Marketing.
